Hakol Chai, the organization for the welfare of animals, turned to Interior Minister Eli Yishai to grant to local authorities the power to enforce the existing legislation about cart horses. The organization's staff told our reporter, Yael Abadi, they have recently received dozens of calls about horses being held in harsh conditions, without food and water. Horses, used to transport goods, are mostly leased by vendors on a daily basis and are a cheap substitute for vehicles in cities, mainly in the centers.
